Write a Custom component

We need to have a mechanism to have a custom component item to be developed in WPF. This component will interact with a service at the time of configuration in VS and at the time of running as well.
Developer will need to develop both the components, with clear instructions of how to use these.
Service: There will be a simple background service which can be configured to add names and their ages. This service will have a front end through which we can add names (john, Kerry , bill etc), at the same time this frontend will also allow changing the age of corresponding names.
Custom Component: this component is to be developed in WPF, when user opens the Visual studio he should be able to add multiple instances of this component. Now when he instantiate this component, he can select the name of the person from the service(mentioned above) of which the age has to be shown. When the project is built and made run, when user changes the age of the person, it would be reflected in the application
We are planning to have it in .net, but we are pretty much open to any other suggestion.
