Chat with video call option embedded to Visual Studio 2022 C# desktop application

I am looking for a skilled developer to embed a Chat Application (with Video Call just like WhatsApp) into a Visual Studio 2022 C# desktop and tablet application (NOT YET DEVELOPED). The expected timeline for implementing the video call and chat component is 1-4 weeks at most.
*RESOLUTION OF VIDEO AND TAP RESPONSE TIME MUST BE EXCELLENT
*REQUIREMENTS:
1. DEMO OR WORKING EXAMPLE OF CHAT OFFERED. THIS WILL BE USED AS REFERENCE OF PROJECT FINAL DELIVERABLE.
2. CHAT (INCLUDING VIDEO CALL OPTION) CODE MUST BE DELIVERED IN A SOLUTION .SLN PROJECT WPF/WINDOWS FORMS APP C#, WINDOWS, DESKTOP. CAPABLE OF WORKING FOR AT LEAST 25 MEMBERS GROUP CHATING AND VIDEO CALLING AT THE SAME TIME. AT LEAST 500 USERS. ALL API(S), LIBRARY COMPONENTS, ETC. MUST BE INCLUDED WITH DESCRIPTION OF EACH COMPONENT.
The ideal candidate will have experience with video call and chat integration, as well as the following skills:
Chat Component:
- Text-based. Users must be able to send broadcast messages.
User Interface:
- Basic, simple design. Template design colors configurable.
Additional requirements:
- THE APP NEEDS TO BE FAST AND SMOOTH.
- THE APP MUST BE EASY TO USE AND NAVIGATE.
- THE APP MUST BE ABLE TO HANDLE MULTIPLE USERS AT ONCE.
- THE APP MUST BE COMPATIBLE WITH WINDOWS 10 OPERATING SYSTEMS.
