Android application to catch the car plate

Hi ..

I need someone to create me an android application that will do the following:

1) the user should be able to select an image file of a car or select a complete folder of car images.

2) The application should then recognize the car plate (NO OCR), and make a rectangle on the car plate ..again I don't need the number of the car plate to be extracted, it should only make a rectangle on the car plate .

3) The application should then save the file to the same folder as the original file with the same name with a suffix like "[url removed, login to view]"

Iam not willing (and CANNOT) to pay more than 80-100USD and the work should be done very quickly ...

Things I need:

- the application should support the most popular image extensions: like png, bmp and jpg

- the application should process the image quickly (it should process the image in max. 2sec)

- complete project should be delivered at the end (compiled version + the uncompiled version)

- User interface should be as easy as possible

- Code documentation
