opening the app and web applications by software?

I need a help to make the application and web working in my laptop, due to I have no experience in working in these softwares. All what I need is opening application and see how it is work. the developer instructure as mentioned below.

User Guide for the product

Following are the list of steps that have to be followed in a sequence in order to run the application.

1. Install all the required software packages such as Microsoft visual studio .Net 2010, My SQL Query Browser 1.7, Java Development Kit 7.

2. Compile the program code to open the web application

3. Start the server by running the batch file in the command prompt

4. Check the IP address of the server machine by issuing the command ‘ipconfig’ in the command prompt.

5. Open the mobile application in an android phone and give the IP address same as Server IP address.

6. Register the doctor in the web application and the patient in the mobile application.

7. The patient can now communicate with doctor and set the reminders.
