We need PHP or Java and MySQL programming for a site similar to [url removed, login to view] or [url removed, login to view], with some unique commenting and user rating features. Users will be able to upload text, pdf, and .doc documents, organize them within subject matter areas, and highlight and comment on parts of each document. Comments must "float" next to parts of the document, tied to particular parts, such that they move with the document as it is scrolled. Highlighting on the text of the documents, which can be saved and tied to comments, will be possible by the user. Comments will be rankable by users, and users will be ranked by their contributions, as well as have profiles that describe their interests, groups, projects and friends, as in most social media websites.
An internal site search engine will also be part of the project. The OCR text of each document needs to be automatically indexed for the search engine as users upload documents. Various fields will be entered by users, such as date, document name, etc., will be entered by users to facilitate advanced searching.
Payment Terms - we will exclusively be using Scriptlance escrow. 20% will be placed in escrow up-front. The remainder will be deposited into escrow upon 4 milestones in development, 20% each. Finally, all will be released after a final week of testing and any necessary mods. Modifications outside of the scope of the project can be billed separately, as another project.
Graphic Design: Many of you have included full graphic design in your bids. We only need graphic design tweaks here and there for some deeper pages, and integration of programming with existing graphic design. Please feel free to revise your bids on that basis.
Please note if there are any features or terms, or anything else in the description that you foresee difficulty in meeting with a post to the PMB, and explain what those difficulties are, and how you or your team envision overcoming them. Otherwise, I will assume that your bid includes each feature and term of the project.
