Video file converting/encoding application (to *.WMV format)

I am in need of a windows application that can convert the most common video files to a compressed .WMV file. Files such as (avi, mpg, mov, asf, mp4, 3g2, etc) to WMV (unless phyiscally not possible for select formats). The saving as WMV should include options such as allowing to to specify the output filesize and the application compress the bitrate accordingly to be within this size. Or specify the ouput WMV bitrate and the software should save the file to match the selected bitrate. This WMV saving portion should be very similar to how Windows Movie Maker allows users to export video and specify bitrate, size, etc.

The application must also connect with my website and allow users to upload their video directly to my site once exported.

The application should have a modern XP style GUI and should be compatible on most modern windows OS.

So to recap this application must have...

1) Convert/Encode common video files to WMV format.

2) Allow users to specify the output file size or bitrate and export accordingly

3) Connect to my site through secure login and allow users to u pload their converted files

4) Have modern XP GUI and be cross windows OS compatible.

This application must be 100% legit and include licenses for converting to WMV if needed. In your bid please explain your video encoding experience and also YOU MUST SPECIFY WHAT COMPONENTS OR CODECS ARE NECESSARY TO CONVERT THESE FILES TO WMV AND IF I NEED TO PURCHASE THESE COMPONENTS AND FROM YOU AND FOR HOW MUCH MONEY.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
