Improve Video quality , video processing / upscaling

I have application( also the source code) in c++ for capture video from 400*400 camera.
the camera card output raw data in RGB ( the camera SDK can provide this data )
I would like to improve the picture quality and also to have good picture when zooming in .
Also , Upscaling to 800*800 minimum.
For example , using waifu2x.
I will provide the source code of the existing App,
You write a class that take the picture data from the SDK and output the improved picture ( as same as the SDK output).
Also , you implement your code in my app.
