SSO SAML implementation URGENT PROJECT

We have a system written in ColdFusion where we are the application provider for a client of ours (identity provider) who is using SAML 2.0 to send a SAML request to us. I need someone to create a web page in our web server (can be in any language IIS supports i.e. .NET or JAVA) and then decrypt the SAML request, pass the important data to my ColdFusion webservice using an HTTP post, and then receive back the ok from my system and return the response back to the clients system.
