2d animations needed

Hello, I have 3 projects that require 2D animations. We are an automotive software company and developing an eye-tracking software that changes lighting if the driver looks at the lights. We also work with head up display which uses similar technology. 1) I need to animate glowing lights around buttons and AC in the car interior (example attached). I will need a 2D eye "fly around" as if the driver is looking around the console. And I need those lights light up according to the eye movement. Attached is the Windows calendar example. Imagine that the cursor is the eye and calendar days are the buttons in the interior. I want similar animation with in the interior. 2) I need to animate a part of the interior lighting. In the example we have purple light, I need a part of it to be glowing green and go from one side to another. 3) We have a head up display. I again need the eye fly around the display and need UI elements on the display to become bigger (and others smaller). So you probably need to photoshop existing UI elements out and them animate their sizes. It is similar to Macintosh example attached.
