Hello I am unsure if your project description means you are looking for someone to write reviews on a book on Cross Cultural Management, or whether you are currently writing the book and require an editor and proofreader to assist with perfecting the English, as well as rephrasing any cumbersome, unlclear or awkward phrasing. I am fairly new to Freelancer but you will find I only have 5* ratings for my editing and proofreading work. In addition I have a 5* rating for all writing and editing projects - over 240 of them - as I believe to be a good editor you also have to be a good writer. I woudl anticipate that you would require the editing done in European/UK English, as opposed to US English. I am pleased to have top level passes in both, though strangely there is only levels 1 and 2 for UK English. Having passes in these exams is just a way of not just saying I am good at English, but demonstrating it too. You have put an hourly budget, but as a professional editor I should advise you that it is more normal to have a rate per word, or per 1000 words, which stops anyone who works for you from being deliberately slow. My editing rate varies, dependng on the standard of English, between $10.00 and $15.00/1,000 words. With such an important decision to make and with such a substantial project, it is usual to provide any potential candidates with the same couple of pages of text as a small editing test - I would be very happy to do this.
