Stock Price Forecasting Indicator

Looking for someone who can develop a trading Indicator (for the NinjaTrader 7 platform) which will be based on the concepts presented in the attached research paper (PDF file) Few clarifications: 1. The indicator has to work in NinjaTrader 7 2. The indicator has to be able to work with intraday data (e.g.: 5 min bars) 3. The indicator should plot on a chart and also can be used in a "Strategy" 4. The indicator has to "forecast" a specific stock price (e.g.: SPY) based on the logic in the research paper attached. Few parameters could be input (e.g.: number of previous bars looking back to make the calculation) but ideally no too many parameters (no more than 3 to 5).
