simple ipad application

We want a simple ipad application. it won't be submitted to app store. It will be used by a closed group. it will use 2 soap webserv. to display data. There will be 3-4 screens. 1. a settings screen will store some login data to our web app through soap. and some parameters. 2. we will embed a video (will be played offline). one of the screens is playing the video. 3. It will query a list of data and show on one page. 4. when a button is pressed, it will use a web service to receive and image and it will show that. We want a fast and reliable solution. we don't have any platform requirement. can be html5 etc.
