Guide me through the development of video streaming/recording web application

I am working on a project where I need the end user to be able to record video through their webcam which can then be stored on our server and be available playback when required by the admin. The user interface I am looking for has to be time based, as in the recording should be turned on automatically after a certain time and be closed after some predefined time limit. The technologies I require are Wowza Streaming Engine and WebRTC.
