Convert C Program to PHP Wordpress Plugin

There is a program at, [login to view URL], you type in a serial number and it tells you what year and watch was made and what model it is. The completed C program and source materials are available for free and I need someone to take that program and source files and rewrite it so it does the same job but will work as a wordpress plugin, or at least convert it to php.
