Facebook Game Development for Safe Driving Game

We would like to create a flash game to publish to Facebook. We want the game to be like maphia wars or farmville in that you have to get neighbors and interact with other people to advance. The game will be centered around safe driving and we'd like to have a leveling feature that lets people start with a learner's permit and something like a pinto, then eventually get up to a race car and better licenses. The game needs to promote safe driving and we'd like to tie it into our website somehow so that being an active participant on our forums lets you get ahead in the game. If there is a way for them to get more experience when they sign up on our website that would be a plus as well. We'd like to have some kind of test feature that requires the player to read an article on our website and answer the questions in the game about that article in order to advance. So the game needs to be easy for non-tech savvy people to update with new questions. We are looking to make this look and feel just as good as Farmville, Frontierville, etc. It has to be done right. Some Requirements: Must speak fluent English Must have prior work that you can show me If you can show me a prototype of this game that would be a huge plus We are open to hiring anyone, but prefer to deal locally when possible. If you are in the US, particularly in the Utah area, this is also a big plus.
