Php script to scrape wether data and insert into sql

Just to be clear, you want to extract the data from the top table (where the data is aggregated by day/week/month), right? That and the astronomy data that's on the sidebar, did I understand correctly? A couple of additional questions - only the scrapper is contemplated on the project's scope, you don't expect for the script to crawl the website to find the pages from which the data should be retrieved right? In this case, how do you expect to feed the scrapper the information about what links it should retrieve and parse the data from (would pass the link as an argument for the task suffice)? Finally where do you want to store the data retrieved? Can I assume that you want to store it on a RDBMS (MySQL/MSSQL/...) for which you already have a schema created? Sorry for the questions, but for this kind of budget there's not a whole lot of margin, I need to get this right on the first time. If I understood everything correctly this is a very simple task, 1 day should be more than enough to do this in a way that the number of rows are irrelevant for the data extraction. By looking at the 1st column's value (the title) you can easily determine what the values on that particular row will refer to. Thanks for your time!

Some clarification, I do not understand this sentence "As you can see, there are added rows of data in the first table.... "; I couldn't spot the difference. My take is you needed a developer to code php for your website, to delete certain rows or data from your tables within a certain given criteria, such as mean, max, min temps, etc. I will be happy to do that. If you could kindly clarify the work to be done, I could adjust down my bid when I could give a better estimation of the scope of work.
