100190 Stock Portfolio Bug Fixes

Have a stock portfolio based on parsing quotes from cvs file in order to get the quotes. Been getting errors in the portfolio and need a fix that includes making a cache so that in the event of an error, the previous quote will be delivered. The cache has already been made though needs code to be written so that it updates when new quotes are entered in the portfolio and removes quotes from inactive users. Also the portfolio code that pulls up the quotes in the portfolio needs to be rewritten so it uses the cache. I would estimate it would take someone around 1-2hr to review the code and 10 hours to get all the bugs fixed.
