Decision Engine Software - repost

Project Description: We need to have an enterprise level decision engine software developed for a startup. This rules based engine will need to be able to process many transactions (thousands) in real-time. The system will incorporate a series of decision flow logics in processing every transaction that goes through the system. It will utilize databases to store information collected from customers. The engine will also be able to bounce data against additional tables (or databases) in order to verify certain decision parameters. Experience with decision engine software in the past is highly valued. Please send forward your ball-park hourly rate estimates for now.
