Prototype for a SMS messging application

We need a prototype for a web site to, 1. Send a SMS and store the information in a database. 2. Display the data when the user logs to the web site. 3. Send a SMS and get a list of all the data entries in the DB 4. Send a SMS and retrieve a particular entry from the above DB Web site will be hosted on Windows server.? All bidders will need to specify the hardware and software requirements to develop the prototype.? Open source software / DB is preferred. ? Message format and information will be disclosed after we select the bidders but before we accept the bid.? Bidders will also need to specify how they expect to test the prototype and prove the functionality.
