Codeigniter show files to user based on user id

So we develop a user login or just a text field to enter his ID and then he sees the list of files and clicking will open in new window? If you need login based validation, then is the database of user ids and passwords available? I will need hosting server access - CPanel and FTP. Any particular layout needed for login and file list display page? Above details will enable me to assess scope of work precisely. I will revise / confirm my bid accordingly.
