Job Resume Site with Video Capture

Need a fully functional website where users can post jobs and other users can apply to the jobs or upload a resume for review. Site will be similar to Indeed except we will add questions to be answer via web cam and recorded in real time.. I would like it to be simple. Employers should be able to create an account and manage their job postings. In addition, the employer should be able to add several questions to the job posting that the applicant should be required to answer via video. This should be done in front of a web cam and it will be recorded for the employer to watch the applicant answer the questions when reviewing their application. To be more specific, the user answering the questions should be presented with a window to show their web cam and a button will be shown to start video questions. When the user clicks start, it will begin to be recorded. Questions will appear on the video screen at the bottom so the user can read the question and then answer in the video (not type, just speak the answer). When they are done with that questions, there should be a button that says Next Question. The recording should continue uninterrupted until the applicant has answered all questions and the last button will say Done. It will then stop recording and save it to the applicants file for the employer to review along with their resume and any message that was added. Applicants should be able to create an account and upload their resume and some information about themselves. They can then search job postings by City/State, Category of the job and keywords. A list of jobs summaries will be displayed and they can click on one to open it up fully for all information. If a video q&a is required for that job posting, it should alert the user to apply for this job using a computer with a web cam available. They can then click apply, attached their resume, enter text into a text area for a custom message and then click the button to answer the Q&A via web cam. The user should also have the ability to save a job for review later (or make it a favorite) if they're not ready to apply. There should be an eCommerce aspect for employers only. They will have the ability to post a single job for $9 without video q&a, $19 with Video q&a or unlmited job postings with video q&a for a monthly fee of $59. It should also be able to take a discount code that can cover the cost of the $19 posting so we can give a free test to a company. Please make sure the job postings can be browsed/searched by city/state, keyword and category. The interface should be very clean and simple. You can start with a wordpress template if that works best or can be done in another platform as long as it's quick and responsive.
