Problem with script posting ticket when shouldnt

Hi
Our support ticket system has CAPTCHA on it and when someone enters the CAPTCHA incorrectly it should not submit the ticket to the system until they have then gone back and entered it correctly.
Very simply project I think just needs fixing so it does not post the ticket to the database if they dont enter CAPTCHA correctly.
