Wordpress plugin creation

I want a Wordpress plugin (or standalone, but preferably a WP plugin), that can produce a small popup that would show up at intevals that I select and at different positions on the page that is on, I am guessing I would need a WP shortcode that I can place on the page. The pop up would show a couple of things. One in reality, the location of the last visitor and how long ago it was that the visited. Two would also show if they signed up to join the site and then it would show their name, location and how long ago they signed up. That is the reality. Then also I want to be able to be entries in that has a person's name, location, visitation time and join time that could also be reflected in the popup. So one it the real people that visit and join and the other are ficticious people that I could add to show up as well.
