Simple random search reinforcement learning algorithm in C#

The enclosed document describes Algorithm 2 - Augmented Random Search (ARS): V2. See "Algorithm 2 Augmented Random Search (ARS): four versions V1, V1-t, V2 and V2-t" How to build a Simple random search in reinforcement learning. It's relatively simple for someone with mathmatical and C# experience. I am NOT expecting the other items descirbed in the document such as integration with OpenAI gym. Just the above section I mention which is described. I would like it written in C# as a reusable library class with unit tests for it in any framework the developer is comfortable with. The document describes a lot of intergration with another third party Python system called AI Gym. None of that is required all I'm after is the core piece which is in section 3 which is described in pseudo code.
