target one project and keep visiting it and switch VPN

I need a program that can pretend as a fake visitor, it have to search the target project on [login to view URL] and visit it all the time. The fake visitor have to stay and scroll the project for one minutes, after one mins, the program needs to switch IP and do it again. The whole process would be like this: search the project - visit the project - scroll one minutes- exit So the program needs column for me to assign the project and allow me to setup the start and finished time.
