Instant email delivery of sold items on my ebay store ( items: Digital License Codes ).

Hello ; I am an ebay seller selling software license as a form of digital codes. Tool based on sync with ebay via ebay API and sending emails via windows built-in email web application. I want a freelancer build me a Graphical user interface tool GUI based on windows platform build by any visual software such as basic or C. The tool will act as the following : 1)- Scrap from ebay via ebay API per each transaction the following : a)- Qty. b)- ebay Order ID. c)- registered buyer ebay email. d)- registered buyer paypal email ( paypal API ) 2)- Scrap Quantity of codes based on the previous "Qty" scraped from ebay....Scraped from a database file xls from a root directory placed on a PC or from a web cloud. 3)- Write a Letter for each transaction to the corresponding buyer via a custom template word file and save it on a PC...or on a web cloud. 4)- Link each letter with a corresponding custom selection of buyer email and send it from web or PC...a confirmation email send ok... included. 5)- Mark the corresponding transaction as " shipped " through ebay API.
