Frond-end Developers (Develop a Webpage Using AngularJS & Bootstrap & RESTful)

Hello All, As part of my education at Uni, I need to complete a demo of web-application that can make a booking for a list of staffs & based on the provided schedules. Since I’m busy with other courses as well as organising database structure and back-end logics at the same time, I’m wondering if I can hire a front-end developer who can help me to develop a web page within AngularJS, compatible with different screen size (Web, Tablet, Mobile) -perhaps using Bootstrap, plus having a RESTful data connectivity. I’m still working to generate some API’s and database structure to plug-in to the UI; however, I’ve almost completed the scratch of how a UI should be! All in all, I need you to create a webpage design based on my scratch utilising frameworks and methods mentioned above in an appropriate time frame & by student’s budget!!
