Hello, I have done similar app where phone user reports the incident along with images that they capture. We use ACS encryption to generate token which is passed to every web service (RESTful JSON) call for secure messaging. Also there is ability to store the data in SQLite db in case there is no network connection. User can then manually send or opt for auto send when they reuses the app when network connection is back.
