I have the skills needed to complete your project: music, audio processing, and working with .NET. I understand from your description that you're looking for someone to do a couple of functions for you. First project - that can take an audio stream (mp4) and convert this to wav file. Second project - that can take an audio file and detect breaks within it and split out the segments of audio at the areas of silence (at least 2 seconds of gap, so it's easy to detect a break).
