hello, I think the best solution for you is to use ccxt library for the backend and the arbitrage strategy as it accepts almost all exchanges . Regarding the front end I can use Django to build some webpages to manage the bot on different exchange. I never coded the MEV before but I'm reading about right now to understand the logic.
