CSS / Graphics Design For a Small Web Application

Hello everyone, I am building a Business search/review web application and need a Graphic Designer to help me make it look great. I've heard that CSS is best used with a MySQL/PHP database, is this true? I like Web 2.0 characteristics including gradient colors, beveled edges, rounded corners, sleek coloring/lighting, etc. Here is what I need: - a blank 'Business profile' template - a blank 'Menu of Products' template - a popup of Product info - Search Panel to find Businesses And that's it!
