150! You want a green horizontal sidebar on the right side of every website that when clicked disappears and the exit button makes it come back. There are two problems: 1. You CANNOT hook into the exit button on chrome. The best you can do is prevent a page from unloading. 2. You cannot block every page from overlaying a toolbar on top of injected HTML. The best you can do is write a complicated script to scan through every element and override its computed styles. The rules to do this would be rather complicated and not very robust. If you are willing to drop these requirements I can have it done in 2 hours. Kindest Regards.

I happened to see this project posted here, and I think I can help you out with the Chrome Extension requirements you have. I have over 7 years of hands-on knowledge and deep understanding of the Extensions framework.. I have developed numerous chrome extensions, some for personal use, and others which are commercially available on Chrome Web store. Proposal for your extension requirements: I would use jQuery to insert a content script into any page, to create a "div" which will be positioned on the left side of the page. It would have the green background on it, and clicking on the green background hides the panel. And on clicking the Icon of this extension, the green background panel will show up again. And I would apply the appropriate CSS styling on this panel such that it will overlay on top of other elements of the page.
