website's design and function by wordpress today $15

I want someone who can fix my website and make it look better and more modern. I have a template so it should be easy to adjust. Some things are not working, like search and everything to do with profile. I dont like the design, it looks very basic compared to other sites. I need this done in this budget and I want it done right now by the developer. I want to hear your recommendations on how to approve the appearance and functionality of the site. If you rather switch all data to new template, that is fine too. But i need someone who cares about quality of work, to make sure all links are working, and has good ideas on how to make the site even better! I know its too hard to think, but if you see something you can improve let me know. i know most people here dont think though lol
