Laravel: Application with API request, Website currency, Emails

Hi, I have 5 years of experience in building websites and web applications in Laravel. I went through the document attached in the job description and understood that : 1. Application has to be built in Laravel and Views using bootstrap 2. Schedule to call API should be saved in the database and can be created, updated and deleted by the user 3. Email to be sent when API is called and the matter must be formatted in the readable format in the mail 4. Bits balance should be checked and for every request, we have to deduct 1 bit if mail is sent. Now, I'll like to know: 1. How does one buy the balance of the bit? 2.
