Hello, I understood what you want. You want mobile app which find restaurant using user location or post code from db provided by web server as CSV format. And also csv file should be changeable. I am familiar this kind of app. This kind of app divided into two parts "backend" and "frontend". In one word, backend is web server and frontend is mobile app. In frontend, post user's location or post code to web server using REST api. Backend search data from database managed by csv file using user's location or post code given by frontend. I have expertise knowledge of obj-c and java which are basic programming language in ios and android development, and JSON, XML, Soap which are REST api used in both backend and frontend.
