mobile application elearning platform

i want to build an elearning platform where anyone can post videos, write content based notes, share them freely or as per their price. This must basically have place for chapter wise Exam solution based , theory based, numerical based, and should contain the multiple choices questions including both videos and other notes. Most importantly the application should be offline to an extenct.
