Boost Pagerank and SEO(repost)(repost)

I need to help boost my Search Engine placement for one of my VA Home Loan websites. The keyword I would like to persue is "VA Loans" . My site is www.VAMortgageResources.com. I also have another site which can be used to grab content etc at [login to view URL] . My goal is to have [login to view URL] rank top 20 or higher listings in search results for Google or Yahoo listings for the keyword "VA Loans". Current Google PageRank is 2. I would like this project to have 3 phases. I would pay 200.00 for top 20 (either Yahoo or Google). An extra 200.00 for top 10 And an optional extra 500 for top 5. Project time is negotiable.
