Building a Review System to Rate Individuals

We're looking to get a review system similar to [login to view URL], citysearch.com. [login to view URL] is actually very close to what we're looking for. Here are the requirements: 1. Profile Based - Has multiple information sections, picture ability. 2. Simple rating system based on 0-5 stars. 3. Requires comments with each rating 4. Anonymous users or profile users are allowed to rate. 5. 2 different types of profiles. First, the person who wants to be reviewed. Second, the person who wants to review others. 6. Strong Search ability of profiles based on names and location. 7. When searching, able to filter and sort results by multiple criteria. 8. Profiles can be submitted anonymously like Wiki articles. 9. Profiles can be claimed by the individual after human verification of identity. More details about the site specifics will come out once we contact you after seeing the bid.
