Need a Background, header, footer change on a site

I have a site that I want to have look like the html index I made.. Not the writing but the same look, header, footer, background. The last freelanser was a joke on this.. He just made a copy of my html page and said he was done.. If you are that stupid do not bid on this!!!! This is a simple change the script header, footer, background so it looks as close to the html page look as it can get.. That's it.. I am sick of people taking bids on this site and never doing any work.. I pay my bills.. Do the work and you get paid.. I have done 100's of jobs on other sites but now and then I use this one just to be re mined how bad this site is for lazy thiefs.
