167440 Online Email Service Website

I want a website that provides an email service. We have the visual aspect done, graphics, content, layout. To start off with, we want to prepare for having about 20,000 subscribers. This site would be a subscription based service. The other service we will provide is an email subscriber can become an affiliate and refer others to subscribe to our online email service. Our site is marketing toward an email software that the email subscirber will get the email that you only WANT, not even see the spam that is sent to the subscriber's email account, have email virus protection, and make money by referring others. We want an affiliate software that can have a percentage payout matrix for each email subscriber that chooses to become an affiliate, which would be free for the subscriber to become an affiliate. I want this site to be PROFESSIONAL!! I don't want someone bidding on this project that doesn't know how to make and setup a site like this to make it work the way we want.
