Urgent Website Development Required

I have been let down by a developer. Automatic mass email system to email specific users about games/league updates. User registration system / profiles / points system. Pool management system to allow creation of pools that hold players with ability to update availability. System to randomise the 15 available players and assign to 3 teams. Array style system in which the 15 players that played last time in the pool are automatically set to “available” for the next game. If any players set there status to “unavailable” one of the other 5 players from the pool who are available would be added to the game. System for manager of each pool to login and confirm/amend players that attended and select winning team after each game. Payment system (Paypal) for payment to be taken.
