User registration/login functions (php/mysql/smarty)

I have a personal project which will end up requiring more time coding than I have available so I will begin testing potential developers with simple functions and go from their. We will be using Smarty templates for the site along with MySQL. This project requires writing some basic functions in a smarty template. This project is NOT for page design, code only. We require: User registration form User registration function (check/sanitise form, process to database if ok) User Login function Admin Login function page showing user login box if not logged in, logout button and link to page 2 if logged in page2 if not logged in show "not logged in" if logged in show username Password reset functions (based on security questions at signup and code emailed to user) page showing admin login if not logged in, logout button if logged in The login box will be kept in it's own .tpl for easy calling on any page. In your proposal you must write how you would plan to track if a user is logged in and why, failure to write a proposal or to specifically answer this will result in your bid being ignored. This is a personal project so price is initially a high contributing factor towards decision making.
