database dumps

I need a Software which creates database dumps (sql) of mysql automatically. The dump should be created from windows client (windows, .net) and the dump file should be saved at a specified source (hard disk). the dump should be made over http because there is no way to use server software like mysqldump. On database server only phpmyadmin or php is possible to use. FTP connect is also possible. It should be possible to insert various server databases. Following parameters should be insert by programm user: 1) server url 2)database name 3) user name 4) password 5) phpmyadmin url? 6)Name The Software should be made automatically database dumps from differnt websites.
