Voting mechanism for a video contest website

I have a website at [[login to view URL]][1] where a contestant can enter the contest by creating a user profile then uploading a video.? On october 1st the voting is meant to begin, and there is no working voting mechanism.? ? A user is meant to be able to vote for their favorite video in 5 different categories.? ? I need to be able to start the voting mechanism on Oct 1 and stop it on November 1st.? Users can only register once with one unique email address, and the email address must be a valid email address, so that people can't manipulate the vote.?
