Google Map App/Website

This is a social website for people to get informed about/vent the mal-functioning traffic lights and traffic tickets they received. Programmers will be up for a task if s/he is competent with Google Mapplet/Map application and can take extra steps making sure this application is fun and useful to use, on top of the basic technical requirements including (Ruby/Php, mysql, Ajax, Javascript) and product spec provided in the attached documents. Please keep in mind I intend to keep the project simplistic and easy to use. Happy bidding!
