Creating an admin user settings page for our web app (PHP)

We're looking for a developer to crate a page backed by a database table that would allow us to modify our admin user settings. The idea behind this page is that when an admin user navigates to this page they have the ability to add a new regular user, update an admin user's settings and to delete admin users if the login user has the correct permissions. There is some business logic required around creating admin users and making sure associated user tables have been correctly updated or cleaned up when an admin user is removed. This project should be PHP based and two database back ends are required to be supported PostgresSQL(8.3 or later) and MSSQL(2008 r2 or later).
