Hi! I propose the following to solve your project: - I write a plugin in Wordpress for you. The plugin will have a settings page where you (admin!) can specify which fields to have or which settings to display. - When activated, the plugin will popup a notice whenever you specify, using whatever method you think is best (javascript alert, modal jQuery popup etc...) - To find user's location, open source software geoPlugin will be used. I will adapt it and customize. You have full control during the whole project. Me, I have 15 years of experience and know what I am doing.
