VBulletin for TalkTopics - Redesign and redevelopment

I need to completely redo www.TalkTopics.com. This project's scope is as follows: 1. Redesign the layout of [login to view URL] with a clean but nicer looking interface. The main page should look like a portal. 2. Use vBulletin instead of PHPBB which is the current version. Basically the site's main engine would be vBulletin's forum software. You MUST be a vbulletin expert. Please show proof when you bid. We will go with the company who have worked a lot with this forum software. 3. THe main page of [login to view URL] should be more like a portal, with featured post with, some web content, categories, etc 4. Come up with the most comprehensive category tree (such as by subject matter, by location, such as country, city, town, etc. 5. Users should be able to start their own FORUM within a defined category tree.. for instance a user can create a Forum called 'Chicago Talk' under the predefined category of 'America - State' or something like that. The forum users create can further have sub-sections. 6. Should have a point system. Ie, users are compensated points for doing things on the forum. Such as moderating, posting replies, posting new topics, managing their own forum (say get a percentage of points from all posts in their own forum) 7. Must have greate navigation, such as the left is reserved for catefories and search, with ads, the top also have ads (google or others). 8. Must integrate with [login to view URL] membership. Although they require friendcircles login id, they can maintain a completely different profile at TalkTopics so that they can remain anonymous if they like. Or, they can alternatively link to their friendcircles profile. They can do things like set whether they want to use their friendcircles messaging or the forum's private messaging. So, basically they have 2 modes - anonymous, and linked to their friendcircles profile. 9. The user's FORUMS (those forums created by users) can be customized by them, ie, they can load their own skin for example.... and upper title banner.. 10. TalkTopics logo. 11. The forum MUST be SEO friendly with seo type links to posts, etc. 12. Category tree should be like: [login to view URL] [login to view URL] [login to view URL] so, it's flexible on which category level a use forum can be. 13. RSS feed enabled or other SEO or promotion methods to get more visitors. 14. MODERATING: - FORUM OWNERS are automatically their own forum's moderator and can assign other moderators as well. Basically they can admin their own forum, such as adding new categories, moving threads, etc. 15. Other cool features, such as user's trust level or professional levels, etc, etc.. all the cool forum features and add stickiness so users want to come back.
