552357 WordPress widget config - add secondary nav to theme

Need the ability to add secondary navigation to site. See attached image. I want to use WordPress' native ability or a widget such as [login to view URL] Need to be able to assign a page to it from the Page Attributes dialog in the Parent drop down simply. Need ability to color it slightly different than theme color in use. Need to be able to put entirely different ones on different pages using the theme's Page Builder feature. The programmer for this looks at this and says, "Oh that's easy. I can do that now." - he/she won't make it a week-long drama. I'll give you access to a dev site so you can work with the theme.
