Custom panel work-file joining with winrar or other

Hi, I want a system in which we select our input file, and it breaks in 1mb each file by winrar , keep any one part on server like from ( 10-20 ) and rest upload on our site by given ftp details. An admin panel- Where we create manually user account just login and password section. Admin can reset password, edit user, disable and delete account. As we haven't shared a missing file with user, so now to have complete file user visit our webpage, enter given login id and password and select 1st from from his local computer and start joining file, As reach missing file, system grab from server and continue file joining. After process complete user account get disable until admin enable again for same file or any new file. Note: File must not remain on user system, if necessary to store ( for joining purpose ) then that missing file must store on local system in hard encoded format and must delete on 1st priority. You may use any custom process to break and join - As preferable Not necessary common one as winrar, winzip, hjsplit and all. For any other query, please let me know.
